One point which does stand
I have made some minor comments and suggested amendments in red on the attached record. out on a reading of this record is that it is nowhere expressly stated that members of HMOCS are essentially expatriate officers, most probably from the United Kingdom. I do not recall whether this point was in fact made - it is, perhaps, implied in the latter part of paragraph 1 or whether it is so obvious to the Treasury representatives that there is no need to make it. But can we be sure of the latter point? It might be as well to point out in a covering letter forwarding the record to the Treasury that HMOCS officers are essentially expatriate officers predominantly from the United Kingdom.
