The following points were agreed at this morning's
meeting:
(i) ExCo/LegCo Relationship
PS/GH handed over the latest draft of the
Memorandum. It will be necessary for us to clear
this with Lord Caithness and the Secretary of State
before 18 December.
(ii) PADS
-
The Governor will continue to send us detailed
information on contracts awarded, in response to
requests from us which would be dictated by strict
operational requirements.
- Careful briefing of Mr Lilley will be required before his forthcoming visit to Hong Kong. FCO and DTI officials should meet to clear minds, preferably
before Christmas.

- HKD will provide DTI with a good political brief, so that Mr Lilley could appreciate the broader picture.
