4. (1) Subject to subparagraph (2), sums may be withdrawn from the Fund by submitting payment vouchers to the Authority.
(2) Every such voucher shall be signed by not less than 2 persons authorized by the Authority to act for that purpose.
5. (1) The Authority shall cause proper accounts to be kept of all transactions of the Fund and shall cause to be prepared for every period of twelve months ending on the 31st day of March in each year a statement of the accounts of the Fund, which statement shall include an income and expenditure account and balance sheet and shall be signed by the Chairman of the Authority.
(2) The accounts of the Fund and the signed statement of the accounts shall be audited by an auditor appointed by the Governor and the auditor shall certify the statement subject to such report, if any, as he may think fit.
(3) A copy of the signed and audited statement of accounts together with the auditor's report, if any, and a report by the Authority on the administration of the Fund during the period covered by the audited accounts shall be laid upon the table of the Legislative Council simultaneously with a copy of the statement of accounts required under section 10(2) of the Hospital Authority Ordinance 1990 (68 of 1990) for the same period.".
In section 18, in new section 49(1) and (2), repea! "Director of Hospital Services" and substitute "Hospital Authority within the meaning of the Hospital Authority Ordinance 1990 (68 of 1990)".
