You wrote to me half a year ago expressing your belief that an announcement by HMG on the arrangements for HM OCS members in Hong Kong would be made reasonably soon. That announcement has not yet occurred but there has been speculation about the arrangements

It is rumoured that HMG's arrangements will be structured in such a way that HMOCS members will not derive full benefit from them unless they remain in the service Ma for several years beyond 1997. It is, of course, understandable that HMG should wish to encourage continuity of service through the transition and natural that such encouragement should take the form of material incentives. But you will surely agree that such inducements to stay should not be confused with compensation for those who leave.

It is right and proper that HMOCS members who do not think it appropriate to continue in the service after the transfer of sovereignty should be enabled to leave with fair and equitable compensation. I would appreciate an assurance to this effect.

Another concern is that eligibility for HMG'S arrangements will be limited to HMOCS members in Hong Kong who are in the service on 30 June 1997. Many HMOCS members believe that their prospects of finding fresh employment will have begun to diminish by then as increasing age begins to count against them. If they are to protect the future of themselves and their families they may feel bound to look for a new job outside the service sooner rather
