HONG KONG: GENERAL COMPENSATION SCHEME FOR MEMBERS OF HER MAJESTY'S
OVERSEAS CIVIL SERVICE (HMOCS)
PROBLEM
1. Ministers agreed in 1988 that there should be a General Compensation Scheme financed by HMG for members of HMOCS in Hong Kong. How should we proceed?
RECOMMENDATION
2. I recommend that:
a) Ministers endorse the conclusions, reached by their predecessors, that HMG has an inescapable obligation to
introduce a Scheme providing some form of compensation for HMOCS
officers in Hong Kong;
