HONG KONG: GENERAL COMPENSATION SCHEME

1.

Mr Maude has asked about progress on the submission on the General Compensation Scheme. The Governor also raised this with us during his recent visit. He is anxious to get on with it as soon as possible.

2. I submit a draft submission on this scheme which I

should be able to submit next week, once it has been cleared with the ODA and our Legal Advisers. It reflects the views of Treasury officials, with whom we have also had fairly

extensive discussions.

3.

It is clearly desirable that we should have secured Whitehall agreement to our proposals before the summer break. We would then have the summer and autumn to clear the proposal with the Chinese and proceed to consultations with the expatriate staff associations concerned, with the aim of making an announcement in early 1991. The Governor is no longer of the view that we should aim to publish details of our scheme at the same time as the Nationality Bill becomes law. A more important timing consideration, in
