This is very much your business, but I would just suggest that the
submission might mention the current level of Hong Kong Civil Service salaries. I would have thought that Ministers' attitudes to this issue
might be influenced by the knowledge that, for instance, the Hong Kong equivalent of an HCS7/DS5 is paid (as I understand it) approximately twice
the salary of his UK counterpart.
6.
I understand that it is proposed to hold a meeting before the
submission is finalised. I would be happy to attend such a meeting.
