MAJESTY'S OVERSEAS CIVIL SERVICE (HMOCS)
PROBLEM
1.
Ministers agreed in 1988 that there should be a Compensation/
Incentive Scheme financed by HMG for members of HMOCS in Hong Kong. How should we proceed?
RECOMMENDATION
2.
I recommend that:
a) Ministers endorse the conclusions, reached by their
predecessors in 1988, that HMG has an inescapable obligation to
