We briefly discussed Mr Fish's minute of 2 July
attached.

I think this may be prompted by several considerations:
(a) Mr Fifoot's minute of 11 April, which I copied to Fish, in which he queries whether and who in the FCO is
now looking after the interests of HMOCS members;
(b) a wish to distance themselves from the issue,
possible with a view to
wing later (in 1997) that
the funding of any scheme should fall to the diplomatic wing vote, and
(c) to establish that we are in the driving seat and that
we should be up front taking the flak when the scheme is
announced.

I don't think we can let pram 2 of Mr Ainscow's minute of 11 May stand. I believe that we are more partners in
this. I consider that the Secretary of State's minute to
the Chief Secretary of 24 November 1988 (attached) firmly
sets out that the cost of the scheme will fall to the ODA.
