1. When we discussed this subject with you in London recently
it was agreed that the next step would be to send you and others
a telegram setting out our thinking so far and seeking views on the way forward.
2. Since our last exchange of telegrams, we have held a series
of detailed discussions with the ODA and the Treasury.
As a
result, we have refined our thinking further and identified new
a number of new points on which we would welcome your advice.
3.
After considering a number of possible options for a scheme,
we have concluded that the most appropriate one, given the
special circumstances of Hong Kong, reamins the sort of
compensation/incentive scheme which we put to Ministers in 1988,
with some slight modifications. The key elements of the scheme
would thus be:
