HONG KONG: COMPENSATION/INCENTIVE ARRANGEMENTS
1. I attach a draft telegram to Hong Kong and the other relevant posts, summarising the state of our thinking so far. I have tried to make it a fair synthesis of the views of the different departments, but would be happy to spell out the different interdepartmental views more clearly if you wish.
2. I should be grateful for your comments in the course of next week. I will be in Hong Kong myself from 17 - 20 September, returning to the office on 21 September.
