in the bulk of cases in the past compensation has been payable even where the person could continue freely to continue to serve. It does appear however that there have been one or 2 cases where no compensation has been granted and it would clearly be helpful to have these examples to hand if we are to justify our actions. Nevertheless the "principles" in paragraph 17 do indicate that compensation would be payable in all circumstances.
