1. You asked for material on the continuation in government posts of expatriates in Malaya after independence. I am still working through files but attach a preliminary note. a copy of the 10th Schedule (1956) to the Federation of Malaya Agreement 1948, the relevant extract from the Federation of Malaya Constitution of 1957 and of the Public Officers Agreement of 1959. I also attach copies of tables taken from the book 'Bureaucratic Transition in Malaya' by
R O Tilman, 1962, which show percentages of expatriates in various departments.
