Thank you for your letter dated 6.2.90, which was passed to me by Mr. Moakes, APA.
As you may be aware Mrs. Brake, previously Mrs. Wilson, has been writing concerning the death of her son for almost 20 years. Letters have been addressed variously to the Commissioner, Royal Hong Kong Police, HRH Princess Alexandra as Commandant General of this Force, to the Commissioner, Independent Commission Against Corruption, HE The Governor of Hong Kong, The Overseas Development Administration and to the
FCO.
In each instance Mrs. Brake has been told that her son died as a result of accidental injuries which he received when, whilst off-duty he fell beneath the wheels of a railway train from which he was alighting.
In 1972 a full transcript of the Inquest was passed to Mr. Wilson, from whom we have heard nothing more. I attach a further copy in case it should be of value to you, although I believe you will probably already have a copy on file. Your last query to us was made as a result of a constituent's letter (Mrs. Brake) to Mr. Rifkind, and was by way of an exchange of telegrams in November 1985. Your Comms. Office Reg. No. was 66781.
It would appear that Mr. Brake has never accepted the facts of her son's death as related by us or the verdict as given by the Coroner's Jury. In addition she is of the opinion that monetary compensation should be paid and in respect of that aspect of her complaints I attach a copy of our reply to her, following the most recent examination of the mechanisms
