Thank you for your letter of 25 June to Mr Francis Maude about pension options for HMOCS officers in Hong Kong. I have been asked to reply.

You ask whether there will be a General Compensation Scheme for HMOCS officers similar to those introduced in other territories; when it will be introduced and what the terms will be. At this stage, I can only say that the matter is under urgent consideration and that Ministers intend to make an announcement as soon as possible. They are aware that the current deadline for exercising the pension option expires on 30 June 1992. They appreciate the need to allow HMOCS officers a sufficient interval after the announcement of the Government's intentions for careful reflection before the choice has to be made.

You also ask for confirmation that an HMOCS officer may not serve in the Hong Kong SAR Government while remaining a member of HMOCS. That is indeed our understanding of the position.

I am sending a copy of this letter to the Secretary of the Civil Service in Hong Kong and to the Chairman of OSPA.
