Before we decide on what, in effect, would be the demise of HMOCS, ODA would need to -

consider what would be the effect on the remaining few active members of HMOCS in other territories, and what assurances would need to be given to them;
(b) whether there are still former colonial civil servants in independent territories who, on the basis or Colonial 306 still consider themselves members of HMOCS and what, if any, assurances would need to be given to them.
