POSSIBLE TRANSFER INTO DIPLOMATIC SERVICE OF HMOCS

I attach a self-explanatory letter which we have received from Mr W M McIntyre, a member of Her Majesty's Overseas Civil Service serving in Hong Kong. We did not receive Mr McIntyre's earlier letter. Nor have the Civil Service Commission, on the basis of the somewhat scant information which he gives, been able to trace his colleagues' reported correspondence with them.

What Mr McIntyre seems to have in mind for himself and his colleagues is some sort of direct transfer arrangement. We will clearly need to look, with the Legal Advisers, at whether they would be eligible for this (the question of whether they or any others would be individually suitable is obviously an entirely separate one). My provisional view is that they would not. However, whatever the answer, our response to Mr McIntyre will be an important one likely to set precedents. I would therefore be most grateful for any background information on HMOCS in Hong Kong, and any estimate which you can give of the number of people who, potentially at least, may have the same aspirations as Mr McIntyre.
