consistent dialogue with the Chinese authorities seeking to judge and serve the best interests of Hong Kong. are committed to this task. The Chinese leadership have also consistently confirmed their commitment to the Joint Declaration and the "one country two systems" concept.

But the Joint Declaration cannot by itself sustain confidence in Hong Kong. That is why the British Government announced on 20 December a package of measures designed to encourage key people in all walks of life in the community to remain in the territory. This package is the result of a great deal of work by the British Government, in consultation with the Hong Kong Government. We have done our best to devise a scheme which tackles as fairly and as effectively as possible the problem of emigration of talented people from Hong Kong.

This commitment by both the British and Chinese Governments to making the Joint Declaration work in practice is the best guarantee for Hong Kong's future. hope that the individual referred to in Mrs Ladas' letter will stay in Hong Kong.
