SERVICE (HMOCS)
1.
I submit a draft reply to a letter forwarded by Mr Bottomley's Private Secretary on the future of expatriate officers in the Royal Hong Kong Police Force who are members of HMOCs.
2. This is the first of a number of letters that will need to be sent on Civil Service and HMOCS matters. There are five others, four from Hong Kong Civil Service Associations following the Secretary of State's visit to Hong Kong in January and one from the Overseas Services Pensioners' Association.
3. The draft has been cleared with Hong Kong Government and the
ODA.
