Terms and Conditions of the

New Pension Scheme (PS)

The NPS came into effect in 1987. hose joining the civil service after that date are subject to the pensionable terms of the TC. Those civil servants recruited before that date are subject to the terms of the Cld Pension Scheme (CPS) unless they elect to switch to the PC. They have been given until 1992 to exercise this option (unless over 50 years of age). I would like to transfer to the TS but a concerned by the lack of information on the possible consequences of changing to the

IES.

I would be very grateful if written and legally binding answers could be given to the following questions:-

(a) Was Her Majesty's Government (EG) involved in the drafting of the OPS and has EIG formally approved the OPS?

Similarly, was HMG responsible for the drafting of the IPS in any way and has HMG formally approved the HPS?

(c) In the event of problems with Hong Kong

civil service pensions in the future, will HG treat those officers who have transferred to the NPS any differently or less favourably than those officers who stay on the OPS? Can a written guarantee to this effect be obtained from HG? ....

(d) I transferred from agreement to pensionable

terms in 1985. I elected to buy back my pensionable service to 22nd March, 1976, the date of my first appointment. I did so on condition that I would not be differently regarded or less favourably treated by both
