I would be most grateful if you could ask HM Government:-
(a) When will a Hong Kong Public Officers' Agreement for
HMCCS members be issued?

What exchange rate arrangements are planned by HMG to protect officers' pensions?
In the event of a catastrophic collapse of the Hong Kong Dollar in the run up to 1997, will HMG protect the salaries and pensions of HMOCS officers serving in Hong Kong or those who have already retired?
After 1997 the Chinese Ministry of State Security will have carte blanche access to Hong Kong Government records, what steps will be taken to prevent them gaining access to the personal records on officers and other documents and files containing information on them and their families? (As far as I know nothing is being done about this sensitive problem).
(e) For those expatriate police officers who wish to serve
on in Hong Kong after the Chinese takeover in 1997, what will happen to their status as members of HMOCS and their oath of allegiance to Her Majesty the Queen?

If an expatriate officer does serve on after 1997 and does not opt for early retirement in or before 1997 under a Public Officers' Agreement, will he still be a member of HMOCS and will he still have some protection provided by HMG to him after 1997? For example will there be:-
i) an underwriting of his future pension by HMG against
default by the post-1997 Chinese administration or against a fall in the foreign exchange value of the Hong Kong Dollar? (Note: The PRC has just devalued China's currency by 21%!); or

provision of alternative employment or compensation in the event that the Chinese authorities contravene the terms of the Sino-British Joint Declaration or reinterpret it in ways which are unfair resulting in an adverse change in the terms and conditions of
(Note: There would employment of overseas officers?
appear to already be differences of opinion on the meaning and implementation of clauses in the Joint Declaration).
These questions cover some of the major worries of overseas
officers working in the Royal Hong Kong Police Force.
