I wish to present to you in writing the views of the staff in the Technical Officer and Survey Officer grades for your consideration as there is insufficient time for every one to present their views at the meeting today :
(A) Right of Abode in Britain
I understand from the press that 50,000 families in Hong Kong will be granted the Right of Abode in Britain. I request that the staff in the technical grades should be given favourable consideration. With large scale developing projects in Hong Kong, including the new airport and related works amounting to over $120 billions, there will be great demand for the officers in the Technical Officer and Survey Officer grades. It is therefore my view that a favourable quota to this group of staff will help retain them in the Civil Service. Of equal importance, it also help relieve, to some extent, the brain drain problem experiencd in the Technical Officer and Survey Officer grades.
(B) Pension
The Sino-British Joint Declaration stipulates that all the benefits, including pension, will be taken care of by the SAR Government from 1 July 1997. From my observations of the events which occured in Beijing in June last year, we doubt whether the SAR Government will be able to meet the responsibility. This has aroused much concern among members in the Civil Service. As a means to restore the confidence of civil servants, I strongly urge you to consider releasing the pensions to civil servants before 1997.
As these two subjects are of importance to all technical staff in maintaining their confidence and morale in the years ahead, I should be grateful if an early reply could be provided to the Association.
