(a)
To allow more flexibility in the definition of dependants, the Board of Directors to have discretionary power to accept bona-fide dependants who are not otherwise covered as beneficiaries under the schemes.
(b) The pensionable age for dependant children to be standardised at 18, irrespective of sex and marital status, which may be extended to 23 if the children are in full time education. (Serving members to retain their existing right in respect of unmarried daughters not in full time education up to the age of 21.) Disabled dependant children will not be subject to any age limit.

Ex-gratia payment to relieve hardship for officers ineligible for death gratuity due to short service (less than 2 years)
(a) three months' salary for officers who die with
less than one year service; and
(b) six months' salary for officers with service
between one to two years.
Married officers to be allowed to nominate, voluntary basis, their spouse
their spouse as recipients of gratuity to shorten the time lag for payment.

Eligibility criteria

To bring into line the eligibility criteria dependant/additional pension with those in the Employees' Compensation Ordinance (ECO). [The award of dependant/additional pension is at present subject to there being no default on the part of the deceased/ injured officer, i.e. negligence or carelessness. This is more stringent than the eligibility criteria for employees compensation where compensation will be paid unless the injury or death is proved to be attributable to the employees' serious and wilful misconduct.)
