I refer to your memo of 21 September 1989 in which

you seek advice on the procedures involved in:

(a) amending the royal warrant in relation to

the medal; and

(b) issuing a new royal warrant.

A royal warrant under the sign manual is a formal instrument which makes known the Sovereign's wishes or commands. The warrant

may be

issued pursuant to statute or the royal prerogative (common law). The procedures involved in amending the existing warrant or issuing a new warrant, therefore, would either be governed by an English Act or by the internal procedures of the Home Office.

I would simply suggest that the Home Office written to recommending that I.T.A.C. staff be made eligible for the award of the medal.
