In view of the imminent transfer of insurance responsibilities to the Monetary Affairs Branch, the Secretary for Monetary Affairs was consulted on both issues.

While the Secretary for Monetary Affairs supports the Registrar General's recommendation to promote Mr Sullivan to Commissioner for Insurance, considered that Mr. Sullivan's contract extended for a period not more than 2 years in order to have some flexibility and avoid being locked

locked into an irreversible

position for too long a period. Mr Sullivan has indicated that he would seriously consider an offer for 2 years provided the further employment will be at D4 level.

Against this background, I recommend that, subject to the creation of the Commissioner for Insurance post on 1 April 1990

(a) Mr Sullivan be promoted to Commissioner for Insurance on that date on condition that he accepts further employment for 2 years; and

(b)

he be offered further employment on overseas agreement terms for 2 years from 1 September 1990.
