a vacancy form for the post of of Housing (D7:HK$81,800 per month);
a memo of 22 March 1990 to the Secretary, Public Service Commission, together with the notes of a posting board chaired by the Chief Secretary and attended by the Chairman, Public Service Commission, recommending that Mr Fung Tung, Deputy Director of Housing (D4), be appointed to act
Director of Housing for 6 months from a date in June 1990 with a view to substantive promotion; and
the last 3 annual staff reports on Mr Fung.
On staff management grounds, the Government would wish to announce Mr Fung's appointment as soon as possible. I should therefore be grateful if the Secretary of State could be invited to approve the recommendation set out in (b) above subject, of course, to the favourable advice of the Public Service Commission.
I also propose to promote Mr Fung substantively as Director of Housing if by his performance and conduct during the acting appointment, he shows that he is fully suitable for the higher rank.
