I submit a draft acknowledgement from you to Mr Sulke about the
speech which he has sent to Mr Maude.
2. The advice of the Hong Kong Government on how to respond to
earlier speeches sent by Mr Sulke is that a detailed response would
only provoke a further outpouring. You will nevertheless wish to
