Promotion to Deputy Director of Marine
I forward for the advice of the Commission a memo dated 17 February 1990 from the Director of Marine recommending that Mr. A.C. Pyzka, Assistant Directar. of Marine, be appointed to act as Deputy Director of Marine for 6 months with effect from the first working day following Mr. Strachan's departure from Maring Department in March 1990, with a view to substantive promotion.

Deputy Director of
of Marine (D3) is normally a promotion post for Assistant Directors of Marine (D2). There are four substantive Assistant. Directors in the Department but one is
is already on pre-retirement leave and another will commence leave on 1 March 1990 prior to retirement. A Promotion Board, with Director of Marine as Chairman and Secretary for the Civil Service and Deputy Secretary for Economic Services as Members, came to the unanimous view that Mr. A.C. Pyrke should be appointed to act as Deputy Director for 6 months with a view to substantive promotion.

I support the Directar's recommandation paragraph 1 above and should be grateful if the Commission could be invited to advise whether it should be approved. Subject to the Commission's favourable advice, it is proposed that Mr. Pyrka be promoted substantively if his performance and conduct while acting shows that he is suitable for the higher rank.
