You will be aware that the Royal Hong Kong Police Force
is experiencing serious problems in recruiting and retaining manpower and the situation is expected to be exacerbated when the Force is required to take over the policing of the Sino-British Border from the military.
The management of the Force and the four Police Staff Associations have been pressing the Hong Kong Government to improve pay and conditions of service for members of the Force and the Police Staff Associations have requested an improvement in the present consultative machinery with the Hong Kong Administration. We have met with no success.
Mr. LI Shu-fung and Mr. C.J. Glover will be in the United Kingdom from 28th August until 6th September 1990 and seek an interview with yourself or the Minister of State with special responsibility for Hong Kong to enlist your support in resolving this problem.
