Commissioner. Your petitioners were given to understand that the results of the Standing Committee's deliberations would be announced before the end of May 1990.

In May 1990 the Standing Committee rejected the request for direct dialogue and the Secretary General of the Committee stated that, inter alia, the Standing Committee was a consultative body and that it had not and would not see any submissions made previously to the Rennie Committee. The first point appears to contradict the Terms of Reference of the Standing Committee and the second implies chat no background research had been or would be undertaken into the problems which the Police Force Management had raised with the Rennie Committee.

In the face of this rebuff and continued procrastination on the part of the Standing Committee your pecicioners could no longer take any part in consultation or dialogue with that Committee. Your petitioners proposed an alternative consultative machinery chrough a revamped Police Force Council but this proposal has been rejected by the Commissioner of Police and the Secretary for the

Civil Service.

Present Position

Your pecicioners now understand that the Standing Committee will complete its deliberations in respect of Junior Police Officers pay by Sepcember 1990 while

the pay for Inspectorace and Gazected officers will not be addressed until later in

the year.

It is the view of your petitioners that the situation in the Royal Hong Kong Police Force will soon reach crisis proportions, particularly if wastage continues to rise and recruitment continues co fall, hence our representacions co Your Excellency. In addition, the Force is now required to undertake addicional duties as Government's agency of last resort. These duties include the onerous responsibility of managing Vietnamese Detention Centres and will shortly include replacing the Military on the Sino-Hong Kong border. At the same time the increasing influx of Illegal Immigrants from China and the easy availability of

firearms from the same source has in part led Co a significant increase in violenc

crime.
