the Local Inspectors' Association, the Expatriate Inspectors Association and
the Junior Police Officers' Association of the Royal Hong Kong Police Force
Object of the Peticion
Background
Your pecicioners humbly beseech Your Excellency to :
(a) Institute an immediate salary increase for all Police
Officers with substantial increases for Junior Police
Officers.

Institute immediate steps to examine the conditions of Service of Police Officers with priority given to hours of work, shift systems and provision of
quarters.
Institute immediate steps to introduce viable
consultative machinery so that the Police Force
Management and the Police Staff Associacions can
consult directly with the Administration ac an
appropriace level.
Following the 1986 Pay Level Survey the Governor-in-Council, recognizing the incompleteness of the survey as it affected the disciplined services decided on 26th January 1988 that the Scanding Commission on Civil Service Salaries and Conditions of Service should commission a review of the pay and conditions of the disciplined services by an independent committee. In April 1988 the Standing Commission appointed the Rennie Committee to undertake this review of pay and conditions of service in the disciplined services. The Rennie Committee produced a preliminary report in July 1988 and the final report was completed in October 1988.
