RECORD OF MEETING BETWEEN MR A R PAUL (HKD) AND REPRESENTATIVES OF THE FOUR HONG KONG POLICE FORCE

ASSOCIATIONS

On 5 September Mr Paul, accompanied by Mr Stone, met Mr C J Glover, Chairman of the Superintendents Association and Mr Li Shu-Fung, Chairman of the Local Inspectors Association, as two representatives of the four Royal Hong Kong Police Force Associations. This was a follow up to the Associations' letter requesting a meeting with Mr Hurd or

Lord Caithness.

3. Mr Glover described the background to the present problems facing police officers. He explained that present difficulties dated back to the Rennie Report of 1986 which the Force had never been entirely happy with. The Report did however establish the SCODSSCS but this Committee had failed to look at a number of questions left outstanding by Rennie. For example Rennie had only recommended an interim pay award for Superintendents but the new Committee had recommended no further increase. He explained that the submission from the police force on pay dealt with all levels of the Force from Constable up to Assistant

Commissioner.
