I attach a copy of Mr Kelland's report on his recent visit.

You should know that the Secretary of State referred to this report at the office meeting he chaired recently.

shall therefore need to submit the report, with brief comments.
I should be grateful if you could prepare a short submission (maximum two sides) which should aim to bring out

a maximum of three substantive points.

If time allows, it would be nice to submit the report by the end of the week.
