Resignations in 1990/91 are averaging 65 per month.

Transfers, already at an all time high in 1989/90 at 20 per month, have in

1990/91 risen to 37 per month.

A Government regulation which allows many of the officers who transfer to retain their higher salaries is currently being examined. The figures for JPO ranks are: -

Profiling these leavers shows that for resignations the number of leavers is greatest

shortly after induction - a phenomenon common to any organisation going through a period of expansion. However, closer examination reveals that over the years there is an increasing loss of Constables with between 1 - 8 years of service. These young officers form the backbone of

the Force's front-line policing capability (Beat patrol, PTU, FDP) and the Force can ill-afford

to lose to many.

another leaving early in their service.
