The special position that the Police Force holds in Hong Kong has been recognized by the Hong Kong Government and the Executive Council. Despite current financial restrictions, the Junior Police Officer cadre of the Force has recently been awarded a increase in salary that is not applicable to the general Disciplined Services - essentially because junior Police officers carry out a wider and more demanding range of law-enforcement duties than rank-and-file officers in the general Disciplined Services, which junior Police officers often have to carry out alone and without guidance from a more senior officer. This increase was coupled with a further increase awarded to both the Police Force and the general Disciplined Services as the result of applying educational benchmarks, which had already been applied to civilian grades in the Civil Service, to the recruitment ranks in the Police Force and the general Disciplined Services. Since March 1988, the salaries of junior Police officers have increased on average by around 68% to 75% whilst the inflation rate over the same period has risen by under 32%.

(b) Quarters

After some 2 years of pressure by the Force to give effect to the restatement of a policy to house all married Junior Police Officers, and to confirm a policy of providing quarters to all married local Inspectors and Gazetted Officers, on 23 July 1990 the Hong Kong Government announced the allocation of $600 million for the purchase of quarters for officers in the Disciplined Services. Of this amount, some $450 million has been allocated to the Police Force and it is hoped that the Force will be able to buy in the region
