24. By their nature, policemen will work long and hard without complaint, provided they believe they are getting a fair crack of the whip. For its part the RHKPF must face economic reality and streamline its procedures to meet the new challenge. Equally the govt. will need to remain sensitive to the special pressures on its police and, although pursuing economic stability, it will need to

ensure that the measures taken do not adversely affect police morale and working capability.
