Given the unhappy combination of a number of factors (sometimes unrelated) rumour has been rife and at these times wise heads are needed among representative organisations. Unhappily it is often the case that, due to perceived dissatisfaction, the electorate grows impatient with dialogue and elects the more militant of the representatives. This has happened in the RHKPF; witness the
recent doubles match in London; Messrs Paul and Stone of the King Charles St. club versus Messrs Glover and Ii Shu-Fung, the Chairmen respectively of the Supterintendents and local Inspectors Associations, representing Hong Kong.
7. Obviously the CP and his senior managers together with HE The Governor and his advisers are aware of the problems. Much is being done to restore the status quo and to limit the damage caused to good relations by the withdrawal of the Staff Associations from the normal
channels of negotiation. It is now common ground that they have drawn up a proposed new constitution, effectively removing the CP from any managerial role in the consultative process of the Police Force Council. It is equally well known that the CP will reject any such ill-judged manoeuvre; nonetheless it does indicate the depth of feeling within the Staff Associations and their membership.
8. Mr Hindhaugh has conducted lengthy discussions on the topic and the CP has written personally in a letter dated 6 August of his efforts to maintain standards. Mr Lomas is heading a committee designed to
restore effective consultation. The Governor and the Secretary for Security are not oblivious to the possibility of minor changes to the consultative processes, which might tend to ameliorate the feeling which currently exists.

This is all unfortunate and comes at a time of great challenge,
but at least all levels are aware of perceived problems and one senses a genuine willingness, on all sides, to work together for the greater good (but please see below re 'communication').
