HONG KONG GOVERNMENT
OVERSEAS AND LOCAL EDUCATION ALLOWANCES SCHEMES
The pamphlet is intended to give applicants some information concerning Hong Kong Government's Overseas and Local Education Allowances Schemes. Fuller information and the procedure to be followed in making an application can be found in the relevant Civil Service Regulations.
OVERSEAS EDUCATION ALLOWANCE (OEA)

Subject to the succeeding paragraphs OEA is only payable :
(a)

to officers on probation or confirmed to the permanent and pensionable establishment, on agreement, or on temporary transfer from the Britisn Civil Service or other administrations provided they are not in receipt of similar benefits under their spouses' terms of employment. Officers serving on temporary terms of service are not eligible for these allowances. The eligibility of officers on secondment will be determined individually by the Secretary for the Civil Service;
in respect of a maximum of 4 children at any one time.
Payment of OEA will be subject to the following conditions :
(a) Children for whom an allowance may be paid
CEA may be claimed for unmarried and dependent children including step-children and lawfully adopted children.
(b) Age limits
OEA is payable from the beginning of the term in which the child reaches his or her 9th birthday up to the end of the term in which he or she becomes 19. If a child reaches the age of 9 during a school holiday period, the allowance is payable from the beginning of the term preceding the child's 9th birthday.
(c) Effective date of claims
An officer joining the service may claim OEA from the date of his appointment.
