On first appointmnt, if it is necessary for the officer to stay overnight in a hotel before joining a flight to Hong Kong, a subsistence allowance may be paid subject to the prior approval of the Commissioner of the Hong Kong Government Office in London.
12. BAGGAGE ALLOWANCES
12.1
On first appointment when travelling by air the officer is eligible for a baggage allowance for himself and for those nembers of his family who travel by air, in respect of each journey. The allowance (which translated into money enables most candidates to send a sizeable portion of their effects by post or by sea freight) is calculated by reference to weight at the lowest unaccompanied air baggage rate available from the airline concerned for the direct air journey to Hong Kong, irrespective of the nature of the air baggage for which the rate is applicable. The allowance is as follows :-

In addition a married officer on first appointment will be eligible for an allowance for transport of personal and household effects up to a maximum of 9.30 cu. metres. The rate for single officers is 90% of that for married officer, i.e. 8.37 cu. metres.
For further details and advice on tais matter see Appendix IV, which also includes details of the baggage allowances which may be claimed on first posting to Hong Kong and when returning to the United Kingdom on final departure from Hong Kong. This allowance is in addition to that set out in para. 12.1 above.
13. EDUCATION ALLOWANCE
Education allowances may be paid, subject to certain conditions, to assist officers in educating their children up to the age of 19 either in Hong Kong or in the United Kingdom. Full information is provided in Appendices and VI.
