I am pleased to offer you appointment as a Superintendent of Police in the Royal Hong Kong Police Force on secondment from the Dorset Police, on the terms and conditions of service set out in this letter and in the attached Memorandum on Conditions of Service for United Kingdom Police Officers Appointed on Secondment Terms. You are advised to study these carefully and to consult me should there be any matters which you wish clarified. You are strongly advised not to incur any expenditure which is not specifically covered by these terms and conditions without first consulting me.

Period and Terms of Appointment

Your appointment will be for a period of 24 months with effect from 1st August 1990 but this may be varied by mutual agreement between the Hong Kong Government and the Chief Constable of your Home Force. During the period of the appointment you will be responsible to the Commissioner of Police, Hong Kong, and will be required to occupy such a post as he may direct and to carry out all the duties which may legally be required of the incumbent of that post, and such other duties as he may legally call upon you to perform.

Report on Completion of Appointment

At the conclusion of your term of appointment on secondment, you shall furnish to the Commissioner of Police, Hong Kong, a written report concerning the value of the secondment both to the Royal Hong Kong Police Force and to yourself, and your views on how the Royal Hong Kong Police Force may improve its effectiveness in the field that you have been engaged in, and upon such other matters as he may request.
