I am aware from Mr. C.E. Clark's letter
of the 29th November 1989 to Mr. Iain Grant in the Hong Kong Government Office in London that on the basis of Mr. Anning's letter of 12th October 1988 you have kindly initiated action to identify three officers from UK Police Forces to participate in Phase Five of the UK/RHKP Exchange Scheme commencing in 1990/91. I am most grateful for your assistance in this and am delighted that Superintendents from the Dorset, Gwent and Sussex Constabularies have already been selected for secondment.
Although final confirmation of funding for Phase Five is still awaited, I anticipate that there will be no problems and have accordingly commenced the exercise to select three Hong Kong Superintendents to be seconded to the respective UK Forces. This process is now well advanced and I hope to forward the details of the Hong Kong officers in the near future. As in previous years the secondments should be for two years, and as I note that two of the UK Superintendents have children of school age, I propose that this phase of the scheme should commence on 1st August 1990 or as close as possible thereto.
With regard to the letters of appointment for the UK officers, I am pleased to note that the content and procedures for issue have now been agreed after the protracted correspondence with the Foreign & Commonwealth Office last year. In accordance with the agreement I will forward the letters when ready to the Hong Kong Section of the FCO for their endorsement and onward transmission to the officers. At the same time I will copy the letters to you.
