Thank you for your helpful letter of 5 October, 1989.
Forgive me for not replying sooner regarding your proposals for a revised procedure to ensure that the appointment of UK officers to Hong Kong fall within the terms of Sections 10 and 11 of the Overseas Development and Co-operation Act 1980. Following my letter to Iain Grant of 29 November, 1989 in which I suggested it may be helpful for HMCIC to set out the need for UK officers to have the protection of the above mentioned Act, having given the matter further thought I feel it will suffice to give support to your proposals which are perfectly acceptable.
However, I would like to make one additional request. In
Mr Tyzzer's letter to you of 31 October, 1989 it was agreed that you would endorse the contracts and distribute them to the officers concerned. It would be most helpful if you could send a copy of the endorsed contract to my office at the same time as you forward the originals to the secondees.
Finally, I would like to thank you for your assistance in resolving the misunderstanding regarding contracts. I hope that the past efforts of all parties and the subsequent correspondence clarifying the issues will ensure that there will be no difficulties in the future.
