Finally, to avoid any misunderstanding, I think I should record that the suggestion contained in para 8 of Champion's letter was made by him and not by me. I have always seen the procedural difficulties in such an approach and I had assumed that you were only looking at it because it had some cosmetic attractions from your own point of view. It is certainly not a solution which I would recommend to Hong Kong unless the F.C.O. had found particular merit in it which had escaped me.

I am copying this letter, for information, to Ronald Bridge who has just returned to Hong Kong and will be acting as Secretary for the Civil Service until Scott returns from leave in September.
