Dear Sir,
I am aware from PNB Circular 89/14 (Advisory) that an agreement has been reached by the Police Negotiating Board to replace Rent Allowance with a Housing Allowance. I further understand that the agreement has been placed before the Secretaries of State for approval, and, if approved, will take effect from 1 April 1990. With effect from that date officers already in receipt of Rent Allowance and serving in England, Wales and Scotland become eligible for the new allowance.
As you will appreciate this does not, at face value, include the 43 officers seconded from various United Kingdom police forces serving with this Commission. All were in receipt of Rent Allowance at the time their secondment started and expected, under the existing arrangements, to become eligible for it on their return to their parent force.
That expectation is not unreasonable in the light of a letter from Mr. R.F. Napier, the then Personnel Services Executive of the Overseas Development Administration (your OSD/P 8022 dated 23 May 1984 refers), which at paragraph (ii) states
we have relayed
to the Hong Kong Government the view
the view taken by the Home Office that any change in the method of calculating Rent Allowance will not adversely affect officers whose terms are governed by the Police (Overseas Service) Act 1945".
