Having been to Hong Kong myself, I am fully aware of the excellent job that the Police and the Correctional Services Department are doing in managing the very difficult problem of Vietnamese Boat People. As I hope you will realise from the intense diplomatic activity that has been going on over the last two months or so, HMG are doing everything that we can to try to resolve the situation. However I think that your comments on the working conditions which you are placed under in the camps must be directed to the Hong Kong Government.

I am grateful for your suggestions on measures to promote confidence in Hong Kong. Both we and the Hong Kong Government are taking what measures are necessary to maintain the confidence and stability of Hong Kong. some of your suggestsion are very much along the same lines as our thinking and I hope that your will find that our efforts to sustain confidence are bearing fruit.
As you say one of the significant measures that we have introduced to maintain confidence in Hong Kong is the nationality package. Legislation to enact this should be laid before Parliament in the very near future.
