COMMIBBION OFFICE IN HONG KONG

1, During his call today on Vice President Andriessen, Mr Kerr repeated the need for the Commission to implement Andriessen's earlier commitment and establish an office in Hong Kong in 1991. Andriessen acknowledged that he had made such а commitment. Provided funds were in the budget (and he seemed to want to leave himself a loophole on this count) then there would be no problem. He expected, in any case, to have the chance to touch on this subject when he saw the Governor here on 19 October.

2. Comment:

We have heard from DG I sources in recent weeks that the future of the Hong Kong office is still not firmly nailed down; and we have been advised to keep on

to keep on plugging away with Andriessen. Sir D Wilson's call later this week will be another valuable chance to lobby.
