1. The Chargé wishes to discuss the setting up of a Polish Consulate in Hong Kong. This is the first approach to the FCO on the subject and we do not know if Poles have raised it already with the Hong Kong Government.
2. The HKG have agreed to a request from the Hungarians to the setting up of a Hungarian trade office in Hong Kong, and they anticipate requests from other East European countries. A policy ban exists on permanent representation in Hong Kong by Soviet and East European countries, although HKG are prepared (as in the case of Hungary) to consider the merits of applications case by case.

Given recent developments in Eastern Europe there is much to be said for establishing a comprehensive foreign representation in Hong Kong. In view of rapidly expanding trade links between the emerging Eastern European democracies and Hong Kong's neighbours and competitors particularly South Korea, further relaxation in Hong Kong's policy would seem to be in Hong Kong's economic interets. background brief, which was prepared for a visit by the Hungarian Foreign Minister in September 90 is attached.
