POLISH REQUEST FOR A CONSULATE IN HONG KONG

Thank you for your minute of 23 November about the oral request conveyed to Mrs Chalker by the Polish Deputy Foreign Minister to open a Polish Consulate General in Hong Kong.

The Poles have recently made a number of approaches on
this subject. The Counsellor of the Polish Embassy, Zbigniew Matuszewski, called on Mr Burns (AUSS) on
16 November; and the Polish Minister called on Mr Hoare,
Counsellor in Peking on the same day.
3. Hong Kong have relaxed their visa regime for several Eastern European countries (including Poland) and speeded up the visa processing time. They have offered the Hungarians a Trade Office and would be willing to make a similar offer
to the Poles.
4. Approval of a Consulate General for Poland (and other Eastern European countries) would be more difficult, because of the China dimension. The Chinese are still
sensitive about developments in Eastern Europe and are likely to remain highly sensitive about the possibility of
