EC DELEGATION IN HONG KONG
1. I spoke to Mr Skinnar (HKETO) today, to establish how the Hong Kongers intended to pursue this question.

2. Andriessen's position is still that he is politically committed to pressing for a Hong Kong office next year, that this depends on available resources.

The Commission bid for Delegation offices is not earmarked country by country. Thay will only get a fraction of their bid at next week's Budget Council, but the Parliamentary process (December)

4. This does not dispose of the budget constraint, since the Commission has taken on a new range of priorities in Eastern Europe since first conceiving its PDB.
