In the margins of the Rome European Council I took up this question with Krenzler, as you requested, although I did not have any opportunity to speak to Andriessen.

Krenzler said that the Commission had authorised the opening in 1991 of three new offices, in Prague, Buenos Aires and Riyadh. There was no prospect of getting formal authority for another office next year: indeed the Commission would have great difficulty in staffing these three offices. However, Krenzler had it in mind that the Commission might open some kind of office in Hong Kong next year, even though formal budget provision could not be obtained until 1992.

I said that that was disappointing, in view of the assurances which Andriessen had given during his visit to Hong Kong earlier this year. I reminded Krenzler of the political and trade policy arguments for giving priority to Hong Kong. remained our wish to see this office opened as soon as possible, so that it could be fully established well in advance of 1997. Krenzler said that in principle he very much agreed. The problem, as always, was resources.
